The Collapse of the 28-Point Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the tension sparked by the announcement of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been defused. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of contrasting events captured the grim essence of the outgoing year. By day, political struggles are fought: positive announcements are released from multiple capitals. Considerable effort is allocated on managing particular approaches. By night, Russian leadership brutally reminds the world that, for them, military action persists as the main instrument for achieving "settlement".

Nighttime Reality

As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is able to track projectile deployments from enemy soil, a ability enabled by timely intelligence. From vantage locations, defense planes that had been deployed to counter approaching cruise missiles roared overhead – sophisticated military planes provided to Ukraine by Western partners.

Soon thereafter, Kyiv's air-defence systems engaged: several firings fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, most likely provided by partner states. Every launch jolts you unexpectedly, shaking the windows. The brief panic quickly transforms into sober acceptance: possibly the incoming missile won't strike its target this time, preventing destruction from ruin and another blackout.

Persistent Threats

Following this, a large-caliber weapon fired at a drone somewhere nearby, part of a mobile-fire group – almost certainly allied-provided weaponry. Sadly, the projectiles didn't strike the enemy aircraft – it maintained course toward its target.

With pauses, this continued until dawn. Kyiv greeted the daybreak reports: multiple fatalities, devastation and heating outages in numerous residences as a result of the night's assault. As always, everyone still maintained normal activities – experiencing conflict. But those full day illustrated Ukraine's vital need on international aid – a need that regional partners are evidently unprepared to replace in the short term.

Failed Diplomacy

The comprehensive proposal from American leadership generated strong feelings, debate and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new proposal from Washington unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually secure success. This pattern will, certainly, continue.

Strategic Calculations

It is easy to blame particular leaders of repeatedly advocating Russian terms. But that does not seem to be the whole story. US administration functions according to a assumption understood by seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration believes that it is unrealistic to compel Moscow to relinquish the areas that it already controls in Ukraine's southern or eastern regions.

The problem is that while recognising this factual reality, Washington does nothing to discourage Russia, through diplomacy or military means, from assuming that the current condition will not change more in its benefit in the months ahead.

Conflicting Perspectives

Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their motivation to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leader remains supremely confident in the conclusion.

On the contrary, Kyiv believes that Ukraine can still persist, slowly losing civilians and areas but preventing a complete military breakdown until circumstances change in its advantage.

Current Realities

Realistically, there are no real preconditions for a ceasefire. Now, individual motivations are entering the equation: political desires to broker a ceasefire and achieve global acclaim, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any plan Kyiv finds unsuitable, so that their focus does not switch to domestic problems. And although their task will now be significantly challenging after recent developments, it remains quite doubtful that this will modify their basic position.

These opposing factors are driving the talks.

Summary and Prospects

It took a mere seven days to eliminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, current information leaks, all achieved their purpose.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and reflect certain reluctance to change the course of events, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, primarily depend on ongoing international assistance.
